PACIV, a global leader in industrial automation solutions servicing the Life Sciences sector, is seeking a Work Package Owner (WPO) to support the execution of complex pharmaceutical capital projects. The WPO serves as the Owner’s field representative for an assigned work package and is responsible for coordinating stakeholders, monitoring contractor performance, managing risks and constraints, and ensuring the package progresses safely and efficiently through construction, mechanical completion, and turnover.

Position Responsibilities / Essential Functions:
  • Serve as the Owner’s representative for an assigned work package from field mobilization through mechanical completion and turnover.
  • Monitor package performance across safety, quality, schedule, cost, productivity, risk, and readiness.
  • Coordinate with contractors, EPCM/Construction Management, Design, CQV, Operations, equipment vendors, and other project stakeholders.
  • Monitor contractor performance and participate in field walks, coordination meetings, progress reviews, and readiness assessments.
  • Identify and drive resolution of issues, risks, and constraints affecting package execution.
  • Coordinate Owner responsibilities and deliverables required to support construction, startup, commissioning, and turnover.
  • Manage interfaces between adjacent work packages, utilities, infrastructure, commissioning activities, and site operations.
  • Support tie-ins, shutdowns, energization, cutovers, and other critical system integration activities.
  • Promote a strong safety culture and monitor contractor compliance with project HSE requirements.
  • Monitor field quality, inspections, deficiencies, punch-list items, and corrective actions.
  • Coordinate Owner-furnished equipment, specialty systems, and vendor activities to support installation and startup readiness.
  • Review contractor schedules and look-ahead plans and identify risks to upcoming work and key milestones.
  • Support mechanical completion, systems completion, turnover, and CQV readiness activities.
  • Track documentation, testing, punch-list items, and other requirements necessary for successful system handover.
  • Provide regular package status updates and maintain action-item, risk, constraint, and issue trackers.
  • Escalate significant safety, quality, schedule, cost, or execution risks to project leadership.
Requirements:
  • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related technical field; equivalent industry experience may be considered.
  • 10+ years of experience supporting complex capital projects in pharmaceutical, biotechnology, semiconductor, industrial, or other regulated environments.
  • Experience coordinating multidisciplinary construction, startup, commissioning, and turnover activities.
  • Strong experience with contractor oversight, construction execution, project controls, and field coordination.
  • Experience with mechanical completion, systems completion, turnover, and CQV processes preferred.
  • Strong stakeholder and interface management skills.
  • Experience supporting Owner-furnished equipment, specialty vendors, utilities, or complex system integration preferred.
  • OSHA 30 certification preferred.
  • English required; Spanish strongly preferred for projects located in Puerto Rico.

  • Experience with work package management, construction readiness, mechanical completion, turnover, and commissioning.
  • Ability to identify risks and constraints early and drive timely resolution.
  • Experience with tie-ins, shutdowns, utilities, infrastructure, equipment installation, or brownfield construction is a plus.
  • Strong organizational and planning skills with a focus on safe execution, schedule performance, and successful turnover.
